A fair token distribution and quadratic voting system

Ethereum World is a prefect community to try a more fair token system. May be distribute the token using some fair ways then implement quadratic voting as the on chain/off chain voting system. A reference to Vitalik's post about quadratic voting https://vitalik.ca/general/2019/12/07/quadratic.html

Governance token will carry some value, but to avoid speculation, the token should only have 1 usage which is voting for proposals. It shouldn't be a to-the-moon kind of thing.

If the community uses a one person one vote system, people will register multiple accounts which brings the bias. If using a normal eth governance approach, whales will have a biased impact to the voting. Distributing the token with quadratic mining + contributors + community, then implement a quadratic on-chain voting system. Proposals can be voted off-chain first, like here, ideas get voted, with 1 person 1 ticket + discussion, then go on-chain.
